Flood Mitigation Efforts in Boones Mill
Flood mitigation has emerged as a strategic priority for the Town, driven by past storm impacts, recurring drainage challenges, and a commitment to protecting residents, infrastructure, and public investments.
Foundational Flood & Drainage Planning (2025)
- In 2025, Boones Mill completed its first-ever Flood Mitigation and Drainage Study, representing a major milestone for the Town.
- This study is described as the critical first step toward qualifying for future flood mitigation construction funding, particularly federal and state grants that require documented engineering analysis.
- The study provides:
- Identification of flood-prone areas
- Analysis of drainage and stormwater issues
- Preliminary guidance for infrastructure improvements and mitigation strategies

3. Post-Disaster Infrastructure Response (Tropical Storm Michael)
- Following Tropical Storm Michael (October 11, 2018), the Town addressed flood-related damage through:
- A FEMA and Virginia Department of Emergency Management (VDEM) Disaster Grant (#4411DR) was awarded in 2019
- $85,003.04 used to replace a damaged wastewater line
- This project has been completed, restoring and hardening essential wastewater infrastructure affected by flooding.
Significance:
This work reduced vulnerability in a critical utility system and demonstrated the Town’s capacity to successfully manage federal disaster recovery funds.
Property-Level Flood Risk Reduction (Pending)
- The Town has applied for a $215,000 Flood Mitigation Property Acquisition Grant (application submitted in June 2025).
- While still pending, this type of grant typically supports:
- Acquisition of flood-prone properties
- Removal or relocation of structures from high-risk flood areas
- Long-term reduction of repetitive flood loss
Why this approach matters:
Property acquisition is among the most effective flood mitigation strategies because it
permanently removes people and structures from harm’s way, reducing future disaster costs and risks.
Supporting Efforts That Strengthen Flood Resilience
While not exclusively flood mitigation projects, several related initiatives support overall resilience:
- Brownfields Assessment & Cleanup Grants (2024–2025)
- These projects include site analysis, remediation planning, and cleanup of Town-owned properties, which can reduce environmental runoff issues and improve land management in vulnerable areas.
- Emergency Preparedness & Critical Facilities Planning
- The Town has applied for generator funding for Town Hall/Emergency Shelter facilities to improve continuity of operations during flooding and power outages.

Taken together, Boones Mill’s flood mitigation efforts show a clear progression:

The Town is deliberately building a strong technical and grant-ready foundation so that future flood mitigation projects can move quickly once funding becomes available.

Funding
The Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance grant program is a competitive program that provides funding to state, territory and local governments and federally recognized Tribal Nations. Since the National Flood Insurance Reform Act of 1994 was signed into law, funds are used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program.
The Town applied for and was awarded a $50K Flood Mitigation Assistance grant in July 2024. The project was completed in October 2025.
A public meeting was held on Tuesday, May 13, 2025, at 6 PM at Boones Mill Town Hall to present findings from the recent flood survey and to show potential remediation alternatives based on those findings. The presentation can be downloaded by clicking the button below.
A. Morton Thomas Associates has created an online interactive map which documents 100 year flood levels on properties within the floodplain. The online map also shows the drainage areas in the town based on culvert locations and access points. Click the button below to access the interactive map.
