Boones Mill Downtown Revitalization Project
The purpose of this Request for Proposal and Statement of Qualifications (RFP/SOQ) is to solicit sealed proposals and statements of qualification from which the Town of Boones Mill, Virginia (hereafter referred to as Boones Mill) may eventually select a firm through competitive negotiation and with whom it may wish to establish a contract for the development of a three-part plan for the Boones Mill Downtown Revitalization Project. Funding for this plan is provided through a Community Development Block Grant (CDBG) from the Virginia Department of Housing and Community Development (DHCD).
The Boones Mill Downtown Revitalization Project will cover the commercial corridor for the town. Boones Mill’s long-term goal is to help spur economic revitalization and growth within the town, and to increase the village community atmosphere of the downtown area. This goal will be addressed through the development and implementation of the Economic Restructuring Plan, a Preliminary Engineering Report of a vacant parcel for public parking, and Prioritization Improvement Plan for the town.

Construction of New Town Hall/Police Department/Community Center for the Town of Boones Mill
The Town of Boones Mill is seeking qualified contractors to provide construction services for the development of a new Town Hall/Police Department/Community Center within an existing building. The project involves interior renovation and build-out of approximately 3,600 square feet to accommodate municipal offices, meeting spaces, and public service areas. Stamped architectural and engineering plans are available for review by prospective contractors and will be provided during the pre-bid meeting or upon request.
In order to be considered for selection, offerors must submit a complete response to this RFP. Five (5) copies, and one (1) PDF digital copy of the Proposal must be submitted by no later than 3 PM on Tuesday, February 17, 2026, to:
